Transfer Ownership of County Owned Property within City Right of Way at the Intersection of Washington and Waterman to the City of Wichita.

Background: The County acquired land in 2007 on the West side of Washington Street near the intersection of Washington and Waterman. The property was needed to make intersection improvements/ expansion necessitated by increased Intrust Bank Arena traffic. That action was taken pursuant to an interlocal agreement between the City of Wichita and the County that included a commitment by the County to pay all costs related to that intersection improvement / expansion. The understanding was that the County would transfer ownership to the City of properties it acquired within the expanded right of way.
The intersection improvement / expansion was completed the end of last year. The properties the County now owns in the vicinity of the intersection may be divided into two groups; 1) a parcel comprised of 42,875 square feet including an existing vacant 4,130 square foot building all of which is now offered for sale, bids due September 21, 2010, and 2) the right of way property comprised of 18,899 square feet that the recommended action would transfer ownership to the City.
